Many people speak French because France colonized Morocco and Morocco didn't gain its independence until 1956. Over time, schools taught in French and actually taught Arabic as an elective language. Parents got lazy and left the teaching to the "teachers" (who by the way used to beat children and steal their pastries) so the children didn't learn any Arabic. Now it's just old people who speak it.
It became the spoken language when the french took over that part of Africa.
