The ground/earth pin is longer because:

It needs to be the first wire connected when connecting to a socket outlet and it needs to be the last one to break the outlets connection if that makes any sense.

The ground/earth pin is larger in its diameter because:

it needs to be able to withstand a fault to earth/ground. This means it has to handle the appliance's maximum demand current all in one lead.

The earth connection is the most important because it serves 2 purposes - that is to trip the circuit protection as quick as possible so no metal frame of the appliance is live, and to bring you to the same potential as the appliance in the event that the protection doesnt trip.

How do you control the ground pin in an arduino?

There isn't any "control" of the ground pin - it is just that - the connection to the common ground. If you mean "How can you make a pin on Arduino go to LOW" (which is the same a zero volts of ground), use the pinMode() function to set a pin to OUTPUT and then issue a digitalWrite() command to that pin setting it to LOW

What pin on the plug to the AC outlet is the ground pin and what is its purpose?

The ground pin or earth pin is the uppermost pin on your plug. It's purpose is to provide a safety barrier between you and the supply in the event of an overload or in case of an accident.

pin having largest area of cross section will be ground pin as it will hve lower resistance , hence provide lower impedence path for ground fault currents.

Can the ground pin of an electrical power plug be made completely of plastic?

No, plastic is an insulator. If the ground pin were made of plastic then there would be no conductivity through the pin to conduct the fault current back to the distribution panel ground. It is this current path that trips the breaker on a ground fault.
