The 1989 Lincoln Continental brake booster is located on the firewall in the engine compartment. The brake booster will be on the drivers side of the firewall.
You must have a pinched line or hose. You need to go back over that side from the master cylinder down to the calipher. Double-check any brake parts you may have added to this system.

Bleeding brakes is one of the most frequent problems here. Some master cylinders need to be level on the vehicle to bleed. If it is reasonably level then bleed the brakes this way. Get a piece of hose that will just fit over the bleeder screw. One end over the screw and the other end in a container with enough brake fluid in it to cover the end of the hose. Starting with the back passenger wheel, slowly pump the brake. Run almost a full master of fluid through, stop before the master goes dry. Drivers back, front passenger, front drivers. Doing it this way makes it impossible for air to get back into the system.

You have to dismantle the center console including the parking brake and radio to get to the heater core. once you pull all the plastic/fake leather away its pretty easy. Check the brake light switch. It's under the dash, connected to the brake pedal. If it's adjusted wrong or faulty, it could cause the brake lights to stay on. If you can use a meter and tell that the brake light switch is ok, next test the turn signal switch. Sometimes they short out and leave the brake lights on. You'll have to pull the steering wheel to do that.
