This phenomenon is called hammering. When water rushes through the pipe at high speed (due to a large demand), the pipe will rattle.

The solution is to add an anti-hammer device to the cold water line. These are available at your local Plumbing supply and is easily installed by the average do it yourselfer.

Try taking the aerator off the end of the spout and cleaning the screen. Usually it is because something is restricting the flow of the water.
