Ever since WWII the U.S. has made a special point of extending it's umbrella of protection to Israel with anyone and everyone being "on notice" that Israel will receive U.S. support up to and including intervention if necessary. Israel is also considered a U.S. "client state" But many sense that Israel acts on U.S. interests in many cases.

Some also believe that when Israel survival interests and U.S. policy coincide, things happen; Israeli bombing of nuclear construction in Syria, and in Iraq some time ago. Similarly, if UN and U.S. can't get Iran "on board" with nuclear nonproliferation policies, you can probably expect Israel to take out Iranian nuclear sites, alone or in concert with U.S.

After Israel's stunning victory in that war, the United States became Israel's primary Western Ally and began to trade technologies, both civilian and military, with Israel. The United States government, therefore takes a pro-Israel stance in international politics and is often seen as Israel's backer. As a result, the United States opinion on the conflict is often harsher on Palestinian Terrorism than the Israeli Occupation.

The United States gives billions of dollars to Israel, not trillions of dollars. There is huge difference between the numbers (a billion is 1000x less than a trillion). However, as Israel is the country the receives the largest amount of USAID of any single country and is roughly 20% of the USAID program's expenditure, the question as to the rationale for this cost, roughly 0.03% of the US annual budget, is still worth asking.

The majority of the USAID is in the form of military and strategic benefits. In those cases, Israel has to buy military technologies from US defense firms. It's a win-win in that the US government effectively subsidizes the domestic defense industry, protecting American jobs, and Israel is able to purchase military technology to defend itself at a fraction of the price it would normally have to spend. Since Israel uses primarily American made technologies, Israeli modifications that are made as a result of the various situations in Israel are easily added to the original American design since the basic technology is unchanged. This has resulted in a secondary design benefit for the US defense industry and helps to produce numerous new American technologies based on the Israeli modifications.

The US also supports Israel due to the two country's historic relationship and the support that both Israelis and the Israeli government have for the United States in international scenarios.

What is worth noting before this discussion begins is that 80% of US AID to Israel must be spent by Israel in the United States (and often at specific businesses and industries). So, while this does assist Israel in developing its military portfolio, it primarily serves as an indirect subsidy to support the US economy without running afoul of WTO regulations that would require the United States to not support its own industries on the international stage.

As for why Israel receives a lot of AID, there are several reasons: (1) The United States supports Israel because of the strategic alliance between the two countries, based on historic amity, cultural similarities, democracy, business, technological development, and spycraft. (2) The United States is required to pay both Israel and Egypt relatively large amounts of money because of the terms of the the Camp David Accords of 1979 (although Egypt receives more money from this arrangement than does Israel). (3) Many Americans, especially in key voting areas support Israel, so the United States government position reflects this reality.
