In "Daylight Saving Time," "Daylight Saving" is being used as an adjective - as in time that is saving daylight. "Daylight Savings" would be a noun itself, and makes little sense applied as an adjective in this context.

Well personally I don't think it really matters but it might be a grammar thing or just that people feel more comfortable saying daylight savings opposed to daylight saving. I really don't think that it is anything more than that.
Well it originated for farmers to have a longer time for harvest. When the harvest was over, They didn't need it anymore. I guess our government is too stupid to make it year round though. It would be a good idea.
I'm also guessing to keep sunrise at 7:30 or 8 a.m. instead of 8:30 or 9 a.m. in winter to keep schoolchildren safe, but why can't they just start school an hour later (Ex. at 9:00 instead of 8:00) during the winter months (early Nov. - early March) to solve that and make it work?!
