Probably because of the 'openness' of WikiAnswers. Many other forums don't allow questions or answers to be edited once they've been submitted, which means many answers (and questions) may just be completely wrong.

Please keep in mind that WikiAnswers is a wiki Q&A, and as such, anyone can edit answers, questions, alternates, and whatnot (Guests can only answer questions/edit answers to questions.). There are several reasons why people would write inappropriate answers, most of them being vandalism. However, Supers and non-Supers alike are working hard to warn and rid of vandals, as well to clean up the site.

In my opinion, there are no such things as 'Bad Questions'. And as such, they shouldn't be answered with 'Bad Answers'. I agree. I tell my students that if there were a bad question, it would be the one that wasn't asked.

Yes, there are hundreds of categories for questions about the life of living people on WikiAnswers.
Why does WikiAnswers allow you to contribute to the site without signing in?
Because we appreciate all the help we can get to answer as MANY questions as possible, however, there are limitations when being a guest of WikiAnswers such as not being able to edit their answers or others answers to improve them, not being able to make edits of the question etc.

Jokers Answering Serious and Legitimate QuestionsI guess that is what you get with free speech and first amendment rights. Think of wikianswers as a little piece of the world, there are nice and not so nice people here. Keep trying and you will mostly find good. In addition, WikiAnswers has over 500 dedicated supervisors who remove answers that do not answer the questions or are not appropriate answers, including those that are joking, rude, or not serious answers. People who give those types of answers are considered vandals and are often blocked from using WikiAnswers.
Are contributors judged by the questions they ask?
It depends on what terms.If you are joining a program on WikiAnswers, they only judge you if your questions are against WikiAnswers' rules, and will not allow you to join a program if you ask questions against the rules.Otherwise, you are not judged by the questions you ask.
