No one has to learn French unless it's a prerequisite or requirement. For example, it may be a required subject in school or at college. It may be the only language that's offered at an educational institution that has a foreign language requirement for certification or graduation. Or it may be the communication vehicle of the neighborhood in which one lives or the job at which one works.
