To understand why goddess Lakshmi has four arms we must know about the seven basic Hindu gods who represent the seven basic forces.
The seven basic forces:
They are,
1. Dreaming force - Indra
2. Illusory force - Shakti
3. Voluntary force - Brahma
4. Semi voluntary force - Vishnu
5. Involuntary force - Shiva
6. Status altering force - Shani
7. Compulsive force - Yama
While all the seven forces are a blend of Voluntary (Manual) and Involuntary (Automatic) forces, it is only in the Semi voluntary force these components contribute equally.
The Semi voluntary force:
In this force there is a layer of Voluntary force trapped between two layers of Involuntary force. Beyond the layers of Involuntary forces are the positive and the negative attitudes. The attitudes are the fences of this force. Because of this the Semi voluntary force maintains status quo and is thus our bunker.
This vital feature is unique of Vishnu and his consort Lakshmi.
However, this feature is added to many other gods.
The Voluntary force is what we call 'I' and the Involuntary force is what we call Self.
The four arms:
1. Since the Semi voluntary force is made of two forces it enables us to do two things at the same times.
2. It is the only force that can maintain status quo.
Thus, the four arms of Laksmi is symbolic of the ability to maintain status quo, even when the external conditions are changing chaotically.
Goddess Saraswati is generally shown to have four arms, which represent the four aspects of human personality in learning: mind, intellect, alertness, and ego. Alternatively, these four arms also represent the 4 Vedas, the primary sacred books for Hindus. The Vedas, in turn, represent the 3 forms of literature:
Goddess Saraswati has four arms, which represent four aspects found in human personality:
1. Mind (manas)
2. Ego (ahankara)
3. Intellect (buddhi)
4. Alertness (chita)
The four arms represent the four directionsindicating the omnipresence and omnipotence of Lord Brahma. He also has four faces representing the sacred knowledge of the four Vedas such as the Rig, the Yajur, the Sama, and the Atharvana. He is the source of all knowledge necessary for the creation of the universe.

Ganesha (or lord Ganesh) is pictured with 4 arms, as many gods are in Hindu religion, because it is thought that a god cannot fit into a normal human body. In some pictures, I have even seen Ganesh with 6, 8 or even 10 arms.
