Many of the vehicles are driven by folks who really have no where to go, however If its 3:30 pm and you still see one of these on the road I can assure you they are going well over 10 mph, for they do not want to be late for dinner at 4!

Try disconecting the speedometer cable and squirt some lube in it. It might have dried out.
Depends how far you push the slanty pedal. :-)
Tires or wheels out of balance? Bent wheel? Bad cv joint?

Replace your transaxle
The Taurus is electonically limited to a top speed of around 105-107 mph. (Not always true! Ive put my dad's 2003 or 2004 up to the 120 mark, and it kept on accelerating, but speedometer didnt go higher.)
