When Jefferson bought the Louisiana Purchase, he went against the 10th amendment. The 10th amendment states that any power not stated to belong to the federal government in the constitution becomes a power of the state. There is not a place in the constitution that says that the president can buy land. So to avoid going through the process of having every state ratify (or vote for and accept) the purchase, he called it a negotiation to avoid it.

Also, Jerfferson always said how he didn't want the government to have too much power and he wanted to keep the countery small and unprogressive. People said he abandond his beliefs when he bought it.
