i work at a shop and we just fixed a 1998 buick regal with the same problem for some reason the wiring in the relay is backwards from what it is supposed to be and so to fix the problem we re-wired the high speed fan control from the pcm to the fusebox itself and now it works!it is the blue wire you have to replace! hope this helps! -TIffany

i have a 1998 buick century and my blower motor is under the passenger side front wall inside.I found out that the blower motor resister was the problem.if it works on high speed only,replace the resistor first.it's cheaper but harder to get at.

Your hazard/turn/cruise module in the steering column has failed. The third light still works because the third brake light switch is mechanical tied to the pedal.
