Because your body slowly adapts to the heat of the water in the shower (assuming most people have hot showers), making it seem cold when you step out. If you had a cold shower, it would have the reverse affect, making the room seem warm opposed to the cold water you were just exposed to.
Because when your skin is wet the evaporation of the moisture takes heat away from your skin and makes it feel cold. When you are dry you do not have this evaporation happening so you feel warmer in comparison. Your body produces sweat for this very same reason to help you cool off on a hot day.

But when you get out of the shower into a warm bathroom, you begin to shiver because even though the bathroom is warm, its a lower temperature than what your shower water was just at, which causes your temperature to somwhat drop...make sense? Water is evaporating from the body. Heat is converted into the energy needed for the process of evaporation.
