Most women that wear skirts only that are baptist are fundamental baptist. Being skirts only is a choice, and a conviction. Me, my sisters and mother are all skirts, because the bible clearly says in Deuteronomy 22:5 (KJV) - "The women shall not wear that which pertaineth unto a man. Neither shall a man put on a women's garment: for all that do so are an abomination to God." I think God clearly states what women should, and should NOT wear. That is why some women wear skirts only. Because pants on women were always, until the 20th century (caused by rebellion) considered unthinkable and scandulous. Pants truly are a man's garment.
