What causes water pipes to whistle?

This can be caused by a condition called water hammer or somewhere in the house the straps that hold the pipes could have come lose.

There could be a check vavle installed near your water meter that is bad or you might have a diagram tank and the bladder broke. (hot water only)

Water hammer, when water is in motion is forced to stop or change direction suddenly

due to pressure.
