Most guys I see picking on girls or woman actually have a secret crush on them and don't know how to express themselves. They don't have any experience of how to act normal around ladies. There's also the possibility that they might have a child abuse and thus might have a very bad mother, so he will have a negative thought of women or have a bad image of all women, if that makes sense.

In modern society, some men believe that "negging" women, making rude, insulting comments to them, is a viable "flirting" tactic. They have a misguided belief that knocking women down a few pegs will make them more desirable to women. However, this almost always backfires. No mature, self-respecting woman would have anything to do with any guy who behaved this way.

This is not confined to high school guys. I have witness middle-aged men engage in this obnoxious behavior. The real reason why these men do this is because they are highly insecure, immature, socially inept clods who have very low self-esteem. No mature, self-respecting man would act this way.

I think truly men beat on women because sometimes they want people to be scared of him. But deep inside he feels insecure about himself. He wants to let his anger out but instead of talking to her he hits her.

It's hard to say, but it may stem from a subconscience inferiority complex where they are trying to make themselves seem better because they feel bad about themselves.
