The same reason we scratch ours. Dogs itch too, you know.

This can be caused by impacted anal glands. They have scent glands right outside the anus, and they sometimes get impacted and/or infected. That causes pain, burning, and itching, and dogs will scoot to try to relieve the discomfort. In this case, you will have to drain the glands for them, and if you are unable or unwilling, you should see a dog groomer or a vet. If it is not too bad, you or a dog groomer can treat it. Otherwise, you should take the dog to a vet.

There are a few answers to this

1. Anal Glands: Dogs have these things up inside of their butt called "anal glands" which need to be "juiced" (for lack of a better word) by a vet every so often, or else they will express (And smell SO nasty!) and cause the dog irritation, and many dogs will drag their butts on the carpet to itch it, or try and get rid of the irritation. I would recommend bringing your dog to the vet, just ask to get their anal glands expressed, I think it's only around $25, and trust me, it's worth not having the smell in the house.

2. They may have to go to the bathroom. I don't know a "scientific" reason for this, but out of experience, when my dogs have done that, the first thing I do is bring them out side, and a lot of the time, they just have to go #2

3. They went #2 and may have something lodged in their anus, or have irritation from that. If you're not too grossed out, just have a quick peak at their rear end and see what's going on.

Usually because it itches. This could be because it has dried feces on it, or worse, impacted anal glands. It should be checked regularly for impacted anal glands. You can sometimes drain those yourself, but more than likely, you'd want a dog groomer or a vet to do that.
