It can shut off because of lack of two things- gas and power. Power being electrical power and gas being gasoline. An engine needs both of these to stay running.
It doesn't need a shut off valve. In fact only Ford Motor Company installs fuel shut off valves in their cars.
If the chip that tells the engine what to do overheats , the car will shut off. Most cars do not have such a devise.

There is a short in your cars electrical system. More specific...in your blower motor wiring most likely.
