The amount of tension to resist breaking during a earthquake is what causes buildings to collapse. Buildings need to have the amount of tension reduced by either reinforcing or having it work with the movement of the earthquake.

The building will fall depending on what it build on. For example t will fall if it is built on soil , but if it is build on rocks or something solid there's a possibility it wont collapse. There might be a possibility for a building to not fall if it requires base isolating unites.

An earthquake sends out seismic waves that may cause the ground to shake up and down or side-to side. This can put an enormous amount of stress on buildings. Side-to-side shaking is especially damaging, as buildings are desiging to withstand the vertical stress of their own weight, but not this sideways stress or shear stress. In intense earthquakes, the ground may shift, crack, and even behave as a liquid, causing the foundations of some buildings to becomes unstable.

Because a building is built on the ground which supports it. The moving ground makes it topple down. Building are usually not made to move - they are made to stay. Nails and screws and things used in construction are built to stay in one place, but rapid and sudden movement that occurs in earthquakes causes these things to come loose.

Is it safer below or above the ground during an earthquake?

Above ground. If you are below ground then there is something above you and this may collapse on you. The safest place to be during an earthquake is on the ground out in the open where nothing can fall on you. Earthquakes do not kill many people directly, it is falling buildings that do that.
