In Luke chapter 10 we are told the lawyer was testing Jesus.....
Luke 10:25 And behold, a certain lawyer stood up and tested Him, saying, "Teacher, what shall I do to inherit eternal life?"
......maybe to see if Jesus understood the law, or whether He would say any thing contrary to it, or maybe the lawyer wanted to gain an advantage against Jesus, and expose Him, and get credit and applause to himself.
Jesus directed his attention to the law. What did the law demand? It demanded that man love the Lord supremely, and his neighbor as himself. Jesus told him that if he did this, he would live.
The lawyer then asks another question "who is my neighbour?" to the Jews a neighbour was an Israelite, a person of the same religion.
In telling the parable Jesus was saying even your enemy is your neighbour.
One parable that Jesus told was about the Good Samaritan. The story was to get people thinking about their neighbors.

Jesus then told a parable about 'the good Samaritan'.
Jesus told the parable of "The good Samaritan". The Samaritans were hated by the Jews. However when a Jew had been robbed and beaten the only person that would stop to help was a Samaritan. His own people passed him by and did not want to get involved. Jesus was telling us that we should help others regardless of their background, race, religion or any other differences. We are all one people and we should help each other. Just as God loves us all we should love each other. We may not love what others are doing but we are to love them as a person. Help those in need, pray for those that need prayer. Thus Jesus Himself did not do anything directly in the story of the Good Samaritan, although He certainly lived by the principles He taught.
THE PARABLE OF THE GOOD SAMARITAN. To explain the meaning of the word "neighbor," Jesus told the parable of the good Samaritan. Refer to Luke 10:25-37.

As mostly all the parables were told by Jesus to people. It is in the new testament.

The parable is a story it did not actually happen. Maybe Jesus was somewhere in Judea when He told the story Luke chapter 10 because later on in the chapter He is in Bethany, but we cannot be sure about that.
