Saddam Hussien had been at war with Iran for 8 years. In this time he had used all of his countries' money and resources to fund the war. He saw opportunity in Kuwait because of their vast oilfields and decided to have them for himself. As he massed troops on the border, president Bush saw the need to protect the oil fields, and thus world stability and warned Hussien not to do it. He kept on, and Bush responded by sending in the troops.
The war started when Iraq invaded Kuwait. This was seen as an aggressive action, and after attempts to restore peace, the UN approved a war. America, along with a coalition of other countries, decided to liberate Kuwait. There was also the matter that both of these countries had huge deposits of oil.
The US became dependent on imported oil decades before the Gulf War. After the invasion of Kuwait, there was a legitimate concern that Iraq was moving to gain control of the Persian Gulf and the oil flowing from it. By shutting off the oil, the US and other oil-consuming nations would have been ruined. It was a strategic necessity for the US to restore the status quo in the Persian Gulf, and it had to be done quickly, which is why the UN Security Council met in emergency session in the wee hours of the morning on August 1, 1990.
The small oil-rich country of Kuwait, historically part of the Ottoman Empire, was invaded by Iraq on August 2, 1990. Kuwaiti forces retreated to neighboring Saudi Arabia and appealed to the UN for help. President George H. W. Bush ordered the deployment of massive military forces along the Saudi border with Kuwait, supported by a coalition of more than a dozen other nations. Between January 17 and February 28, 1991, combat operations in Operation Desert Storm routed the Iraqi army and sent it fleeing back to Iraq. In the retreat, many Kuwaiti oil wells were set ablaze.
The United States Navy patrolled the Persian Gulf during the 1980's and maintained an open sea for fuel tankers traversing the gulf: See Iran-Iraq War (1980-1988).
