It was not different procedure to what has gone on before. However, in reading further about interrogation, a skilled interrogator with fluent language skills and knowledge of the prisoner's culture can obtain reliable information. Whoever the president is, he has to make decisions based on the best information he has on hand at the time. Both people giving the advice and acting on it are fallible.

It takes a lot of reading and introspection to make these difficult decisions and even in the upper echelons of government, it is not dependent on one person. Just not that easy to place the blame or responsibility when you get right down to it.
