Thomas Jefferson opposed the creation of the Bank of the United States because the Constitution did not specifically grant power to Congress to create one. Alexander Hamilton felt that the power to create a bank was granted by the "Elastic Clause" in the Constitution. Congress approved the creation of the national bank in 1791.
