He had to write a Bill of Rights to convince Anti-Federalists (later Jeffersonians) to ratify the Constitution. There was no set number on what was to be added, just that it had to be. His original draft consisted of 12 amendments, which he felt were worthy of the Bill of Rights. George Washington, however, either combined a couple of them to make it 10, or took 2 out entirely.
