The Anti-Federalists did not support ratification of the Constitution, because they felt that a central government would acquire too much power too quickly. They were led by Thomas Jefferson, and felt that a strong federal government would be too far removed from the people, and not provide adequate representation of the rights of the individual.
They espoused four main arguments:
1. They held the view that a central government would nullify the state governments, and inhibit the ability of each state to govern themselves. They felt that the laws would become confused and contradictory.
2. They were reluctant to place too much power in the hands of too few people who were too far away.
3. They argued that a central government would assume too much power too quickly, resulting in tyranny. Tyranny can be defined as too much power in the hands of too few people, and a revolution had just been fought to rectify that very situation!
4. They contended that the Constitution did not adequately address individual liberties.
Interestingly, the Bill of Rights was not originally a part of the Constitution, and yet it has proved to be highly important to protecting the rights of the people.
Because of Anti-Federalist worries about the powers of the new federal government, five states ratified conditionally, with amendments. James Madison rewrote those amendments into the Bill of Rights
Due to their past experiences with the British government, they found that a strong monarch or ruler was not the way to go with their government. They wanted the new government to rule according to the people. Their new plan for government did not include a Bill of Rights. It stated what the government could do, but did not list what it couldn't do. The federalist said that since it said what the government could do, they wouldn't do anything that wasn't on their list. The anti federalists knew that the government would find a loophole out of their selected powers and abuse their powers. The anti federalists wanted a list of rights that the government couldn't take away from them. The federalists stated that their new form for government was more open to amendments or changes then the articles so it didn't matter that there wasn't a bill of rights cause they could add one in later. The federalist still wanted a bill of rights though.
Anti-federalists were generally scared of the strong central government power controlling the country, and so they thought the bill of rights was necessary to protect their rights and increase the power of the states (and its rights).
