If you have Mozilla Firefox then:
1) go on tools at the top
2) Select options
3) Select Security
4) It says 'warn me when sites try to install add - ons.'
next to it there is a button saying exceptions
5) Click on the exceptions button and where it says enter address write:
www.adobe.com and press ok.
It should work by now, if not, then contact mozilla corporation or just use Google Chrome and download WOT, it would be just as safe as firefox.

Actually, Chrome, with OR without the Web of Trust plugin, would be safer than Firefox, but would still need a plugin for Flash. Using either of these on Linux would be safer still.
BUT, I think the poster means why can't s/he d/l Flash CONTENT to her computer, NOT the Flash plugin. And s/he didn't ask how to do it but WHY it couldn't be done.
WHY is because Flash was DESIGNED not to d/l because content providers don't want you to be able to keep the content as this would usually violate the licensing terms they distribute under.
That said there are a number of "stream-ripping" softwares out there that allow you to record the stream. Which you get depends on OS, and how much you're willing to pay.
