Law is a strict set of rules that is inflexible while moral questions are not, ethics are basically built on morals and except for a few instances, are not enforceable by law. The only "ethics" that can be resolved by law are ethics that avoid any but the most basic of questions involving humanity, and the law of nature (generally).
