It has to do with long-standing customs in the British monarchy. The spouse of the sovereign is usually given a symbolic title only, and "king" can't be a symbolic title, although "queen" can. It's a seemingly arbitrary (and very patriarchal) rule, but it's a long-standing one, and the royals are nothing if not traditional.
Prince Philip was given the titles Duke of Edinburgh, Earl of Merioneth, and Baron Greenwich when he married Queen Elizabeth (then a princess) in 1947. When Elizabeth became queen in 1953, he was not crowned or anointed, and she didn't give him the title of prince until 1957. His official styling was then announced as "His Royal Highness The Prince Philip, Duke of Edinburgh."

In the United Kingdom, marrying a ruling Queen does not make you a King. In some countries it does - a 'commoner' could marry the Queen, and become a king in his own right, with the same powers as his wife. but in the United Kingdom a man does not take the titles of his wife so he would be of a lesser rank then her.
To differentiate from this, the queen's husband in the United Kingdom is known as a Prince Consort or a Duke, rather than a King, or a King Consort.
This is because a king can only be a hereditary king (through their family) and cannot marry into the Royal Family and become King, instead they are given the title Prince.
However, a queen can be both hereditary and marry into the Royal Family and still become Queen.
As Queen Elizabeth II received the throne from her father she is a hereditary queen, this means that Prince Philip married into the Royal Family and is therefore only a prince.
When (if) Prince William becomes King after his father Prince Charles, he will be King William V and his wife will become Queen Catherine even though she was not born a member of the Royal Family

Philip is not a king. He is the husband of the British Queen who is the person who is the head of state and who inherited the British throne when her Father died. In Britain, one cannot become King by marrying the Queen.
However, for wives the tradition is different. A reigning King of Britain can make his wife a Queen but she can never act as the head of state.

No. There currently already is a Crown Prince to Greece, (Crown Prince Pavlos and his wife Crown Princess Marie-Chantal), and even if Prince Pavlos wasn't heir to the throne Prince Philip couldnt be King as he is the consort to another country.

Since he is her husband by marriage and not a direct descendant to the throne, he can't be 'King'. When they first got married, his title was 'His Royal Highness the Duke of Edinburgh'. In 1957 the Queen granted her husband the title of Prince, his title is now 'His Royal Highness The Prince Philip, Duke of Edinburgh'. Next in line to the throne is the Queen and Prince Philip's oldest son, Prince Charles. When the Queen dies, he will be 'King Charles'.
