It's all to do with blood pressure. The pressure going through an artery is higher than a vein. When an artery ruptures, blood spurts out, when it is a vein, you get a slow ooze. However, in the case of an exterior ruptured varicose vein, particularly in the lower leg, a person can spurt blood, losing an alarming amount of blood very quickly. Veins also control things such as body heat and need to be able to contract and dilate freely
