The reason why astronomers send things in space and not set them on a mountain, is because distortion becomes minimum. anything that goes in space will capture a better signal and picture of everything.
X-rays can't go through the atmosphere (luckily, cause you'd get cancer if they did). To observe X-rays origninating from space, you need to be outside the atmosphere.
Satellites
The earth's atmosphere doesn't let these rays reach the ground, so the telescopes are placed in orbit where they can receive the rays.
All space telescopes are unmanned - unless you want to count the small telescopes on the Shuttle or IIS as space telescopes.
