It is John Trumbull's painting called The Declaration of Indpendence found in the US Capitol and in the foreground are John Adams, Roger Sherman, Robert Livingston, Thomas Jefferson and Benjamin Franklin. It tries to faithfully reproduce the Founding Fathers.
George Washington is found on the right hand side, a picture of a steam boat and sail boats in the middle, and cattle on the left, this is on an 1810 State of Illinois $3 bill, not positive all states used this design. Hope this helps.
