The term test tube babies applies to "in vitrofertilization" where sperm and eggs are brought together in a growth medium and then implanted in a female patient. This procedure is used when, for whatever reason, a viable zygote cannot be naturally formed. This can include low sperm count, or poor motility, or an inability of the female to have an egg released, joined with a sperm, and properly connected to the wall of the uterus.
It is also used when the prospective parents lack their own sperm or eggs, or where a surrogate mother will be used for gestation.

They are the same things
With "test tube babies" the only difference is that the eggs are fertilized in a lab, then implanted in the mother, or a surrogate. The same problems that can prevent normal delivery in a regular pregnancy can also prevent normal delivery in the case of test tube babies.
