Dmitri Mendeleev (men-dil-LAY-ehv) is credited with creating the first functional Periodic Table. Previous tables of the elements had previously been in existence, however his organization incorporated several trends of chemical properties and was actually able to predict the existence and properties of elements that scientists were yet to discover.

Henry Moseley created the modern periodic table by putting the elements in order by atomic number.

The periodic table before Moseleyt was developed by Russian chemist Dimitri Mendeleev. It remains substantially unchanged (with additions through the discovery of new elements), though Mendeleev's was at least nominally based on Atomic Mass rather than atomic number (in some cases, he fudged a bit on the principle that it make more sense if he assumed that the experimental measurements of the mass of certain elements were wrong, so it wound up being a little of both).
