Darwin and Wallace, but Wallace didn't publish.

If you say 'by Natural Selection' than its Alfred Wallace. Remember Theory of Evolution was published under the name of both Darwin and Wallace. They both were not present on day the theory was published i.e. on 1st July 1858.
