Yes they are responsible for the vehicle .
YOU are responsible for the debt that is secured by the "stolen" car. Be sure to make a police report on the 'stolen" car.
The person who stole the car.
Assuming the stolen car was insured, the stolen cars insurance would be responsible. If the stolen car was not insured, the driver, if located would be responsible. If not located then the owner would probably be held responsible. Hopefully the struck vehicle is insured for "uninsured motorist" coverage. Filing the report after the accident would document the theft, but not neccesarily clear the owner of responsibility.
Standard auto insurance covers what happens while you are driving unless you add on other protections (and pay more money.)If something happens to it in the repair shop, the shop should be responsible. Make sure they have insurance to cover you.

A repair shop?
A repair shop can release a car with bad brakes if they were not asked to repair the brakes or the customer refused service. It is then the responsibility of the customer to have them repaired.
If your stolen car is found, it is still your car. If there are impound fees, or storage fees, they are yours. The repair fees are yours. The salvage fees are yours. Towing, recovery, transport--yours, yours, yours. This is part of the reason for theft insurance.
A brake repair shop is where you take your car to get your brakes serviced when they are bad. Some of the brake repair shops are Goodyear, Midas, Car X, Firestone, etc.
