I'm not sure, but I know that valentines day is to celebrate St.Valentine, who became the patron saint of lovers when it was made illegal to marry someone. Valentine continued to marry people in secret. He was thrown into prison, but that is how we got Valentines day.

It depends on what you mean by Valentine's Day. If you mean the very beginning of any celebration of that day, it probably started with a guy named Valentinus, who according to legend miraculously healed the daughter of his jailer (Asterius), and signed a letter to her with "your Valentine." He died on February 14, but we don't really know a lot about him... or even whether the legends about his life are all about one person or a mixture of legends about several people. No one knows exactly when people started celebrating his life, or whether there was one person that started it, since the stuff written about him was written a long time after his life, and we don't know what was made up and what is true for sure.

If you mean when did the day start being associated with romantic love, that was much later, and was perhaps influenced by Geoffrey Chaucer who wrote about Valentine's Day being a day "when every bird cometh there to choose his mate." However, if Chaucer had that association, it could have come from a tradition of the time, and not originated with him, so really, still, no one knows for sure.
