How do you define strength? In terms of manpower, China has the world's largest standing army. However, these are conscripts, and suffer the drawbacks which conscript armies are prone to. The composition of each military is different, as well - the US military is set up to be an expeditionary force, with a lot of emphasis on force projection, whereas the Chinese military is set up in a manner which is defensive in nature, and doesn't have such a high emphasis on force projection.

In terms of manpower, yes. China has the world's largest standing army. However, it's largely offset by large quantities of obsolete equipment still in service.
