I'm just guessing, so please don't be mad or punch a hole in the wall, not bein' mean, just that my information might not be accurate. You should write a 20-minute worth page of your story (if it's a cartoon) and if it's a live action show then you should you should write a 30 minute worth story. Find out the channel's company's adress, write a letter to them and explain why you should be able to give them a new tv show. Of course, I didn't mention a scary tv show, because there aren't any, only movies. Anyway, then put the story and letter in a folded position and put them into an envelope, send the story to the company, and let them decide. If they let you, then yeah! If they don't I am sorry and I hope you wont be mad.
