Federal campaign laws apply to all candidates running for a national office (President, Senate, House of Representatives, etc.). Congress and the FEC cannot regulate State campaign spending. States must do this themselves and therefore have different spending limits from State to State.

Can laws only be created by the congress?

At the federal level, laws can only be created by Congress, acting with the consent of the President. However, each state can also create laws by action of its legislature and Governor. State laws apply only to the state that passed them, while federal laws apply everywhere in the US.

Does federal government want laws to be the same throughout the country?

No, laws are federal, state, and local. Federal laws are designed to apply to all 50 states while state laws apply only to the state. Sometimes there is a conflict between state and federal. A good example of that would be the legalization of pot. States have legalized it, but federal laws still classify it as a class one drug. Some local governments have put restrictions on selling pot within city limits and growing of pot.

Do you need a permit to have a party in the woods?

Depends on where you are and what type of party it is. In a federal forest area federal laws apply so that means no underage drinking, gambling, chopping down trees, hurting the natural environment. On private property you can do what you want with permission of the owner, but laws also apply as to drinking. In state forest areas state laws apply that are very much like the federal. But, you do not need a permit in these areas for a party.
