Article III, Section I of the US Constitution states, "The judges, both of the supreme and inferior courts, shall hold their offices during good behaviour, and shall, at stated times, receive for their services, a compensation, which shall not be diminished during their continuance in office."

No, the Constitution prohibits Congress from reducing the salary of any Article III federal judge during his or her term of office. If the judge is entitled to full retirement benefits, s/he continues to receive his or her highest annual salary each year.

I'm guessing no. In the Constitution, it never mentions this, but it just mentions that "with good behaviour; receive for their services, a compensation, which shall not be diminished during their continuance in office"
