The Celts of Britain and Ireland are descended from a population who expanded out of northern Spain after the last Ice Age (See R1b on Wiki). The DNA doesn't show any connection with Berbers. They are the source of dark hair and eyes among the Celts; they are not dark-skinned however.

The people they mention are probably a Baltic group, Germanic in appearance and very unlikely to be 'Celts'.

The swarthy appearance of some people in North Wales and the Irish islands and in the Scottish highlands suggest these may be the remnants of the lost 'Celts'

The above is correct. But I am not sure about the North Welsh. dark skinned they may be - but they are possibly remenants of dark skinned Romano-Brythonic peoples who were pushed there by the Anglo-Saxon invaders of the 5th - 6th Centuries. But they could be Berber origins.
The Celts were a diverse group of tribal societies in Iron Age and Roman-era Europe who spoke Celtic languages. They were warriors and didn't like to follow much anyone but their tribe.

A lot of people don't know who the Celts are. The Celts were tribes that roamed around Europe, but especially where modern day Ireland, Scotland, and Britain lie. The Celts were a warrior race like the Mongols. Celts were seen has barbarians and savages by the Romans and Greeks even though they were probably more civilized. The Greeks and Romans really only saw them in battles. When the Roman Empire began they insulted while trying to make peace with the Celts. In retaliation the Celts laid siege to Rome. They were paid off in the end of course. Celt tribes started to disappear for a reason unknown. Rome conquered all the land of Europe when the tribes were weak, so no competition of course. The tribes in modern day Ireland, Scotland, and Britain still stayed strong. Rome tried to conquer that area, but were defeated by the Celts. The Roman causalities were massive. So the Romans built Hadrian's Wall. They Celts became the Scottish and Irish.

Modern Celts are in Ireland, Scotland, Wales, Cornwall, Brittany, Isle of Man. Or more blankly, Celts originated and have lived in British Isles for thousands of years. It has been found that the Gaels, which are the Irish, Scottish and Manx had arrived from Armorica in Gaul, which is extremely close to Ireland and Scotland.

Celts is short for Celtics, who were a group of tribal communities in the Medieval Age. The word comes from Latin Celtus, which was derived from a Celtic tribal name.
