Those words are surrounded by a modified rectangle with scrollwork at its top and bottom. The corners of the rectangle have rounded cutouts with "1000" printed at a 45 degree angle. The space between the rectangle and the bill's border is filled with ornate scrollwork and four small "1000" values.
