There is not reliable information regarding which state. However, in researching various ranchers selling grass-fed-beef, also known as pasture-raised-beef,which are organic beef if done properly, it appears Texasmay be the winner.

According to the USDA's National Agricultural Statistics Service, which just recently completed the first ever nationwide survey of organic producers:

If you look at both certified organic producers andproducers who are exempt from certification (but claim to raise beef cattle in accordance with "organic" standards), California had the highest "peak number" inventory* (5,403) of organic beef cattle during 2008, as well as the highest inventory on Dec 31, 2008 (5,081). These California numbers represent about 11-12 percent of the US total. Wyoming was in second place with 4,720 peak number and 4,615 Dec 31 inventory. In third place was Wisconsin, with 3,350 and 2,943.

If you look only at certified organic producers, California again leads all States with a peak number of 5,177 head and a Dec 31 inventory of 4,894 head. Wyoming's numbers for certified farms are not published to avoid disclosure of individual operations - I suspect it's in second place, but can't tell you how many head. Wisconsin has the next highest published inventories, at 3,068 for peak number and 2,717 Dec 31 inventory.

Texas is between 10th and 15th on the list, depending on how you look at it.

Note, these are not "beef production" statistics, as the question asked for, but "beef cattle inventory" statistics. However, assuming the cattle have similar average weights across States and similar slaughter yields, one can reason that the total beef production rankings are the same.
