The United States has never had a truly terrible President. Some that were not elected to be President and had to take over because the President died or, in once case resigned, found it hard to be step in and become truly effective as leaders. They were John Tyler, Millard Fillmore and Chester Arthur and to some extent Gerald Ford. Richard Nixon was a capable President until he got caught up in a conspiracy that attempted to cover up the exposure of illegal activities that his supporters had committed in order to help his re-election campaign. However, it seems very likely that he actually violated federal law and so could be called "bad" in a legal sense.
