GOD was the first person to talk when he said ''let there be light" their was light he said a lot of stuff.

Historically, however, the first person to talk did not have written language and it was not recorded for us to know. It was most likely a group or groups of people that had been using gestures and sounds to communicate, eventually formed the most commonly used sounds into words made more understandable when accompanied by gestures.

Back then it was like code words. You had to memorize the sounds and understand what is what

Since the Constitution says a president must give such a report to congress, it has been delivered for several centuries. The Constitution does not spell out how the report should be given-- in person or in writing or both-- so that left it open to interpretation in the early days of the country. George Washington started the practice of delivering it as an annual in-person speech to Congress. But Thomas Jefferson thought that was too much like something a king would do, and he opted instead to send a written report, which continued up until Woodrow Wilson started giving speeches again. The first time the name "State of the Union" was used was in 1934, when Franklin Roosevelt used it.

Most presidents since Wilson have given speeches most of the time, though a few have submitted written reports instead (the last to do so was Jimmy Carter in 1981 (when he was in the lame-duck portion of his term, and submitted a written report instead of giving a speech that year).
