Usually come to London as it is the capital but other than London, they are moving to Manchester, Liverpool, Bristol and Birmingham because of the expanding and growing economy in the area.

Why is Germany criticizing the UK's position on taking migrants when the vast majority of them will finally get to the UK anyway?

The supposition that the majority will end up in the United Kingdom is not correct. Germany has a much more accepting policy towards migrants and therefore, most migrants that get to Germany will stay in Germany unless ejected. Germany is arguing that the United Kingdom should do its fair share to take on migrants and the UK refuses because it is afraid of cultural problems that could result from the migration. It is a thorny and complex issue and both the German and British positions have a degree of legitimacy.
