The earliest examples of machine language were developed in 1725 by Basile Bouchon to operate a semi-automated weaving loom. However, machine language is entirely machine-dependent. The code used by Bouchon would be complete gibberish to a modern computer because the encodings mean completely different things to different machines.
Machine language isn't really developed as such, it is actually an integral part of the machine itself.
