Go to your fuse box, and it should have some kind of listing for lights. It could be the "accessory" fuse or some other light fuse. Its more of trial and error until you find the winner.
check the fuse for the tail lights, usually they are inter-connected.
Turn on the dashboard lights, and start removing the fuses one by one. When the dashboard light turned off, that is the good fuse. If the dashboard fuse is burnt, start replacing the fuses one by one, and when the dashboard will light up that is the place of the burnt fuse.
check cigarette lighter for metal debris then change fuse.
Honda dashboard lights are powered by a single fuse. The taillight fuse keeps the dashboard, taillights and hazard lights safe. If any of this units cause a short all of the components will not work.
