The squelch adjustment sets a threshold for the signals/transmissions that you hear -- it lets you listen to actual transmissions without hearing the "dead" noise when a frequency is not active. With the radio on and set to a specific frequency, turn the squelch down until you hear the noise, then turn it up slowly until the noise stops.
