A graduated neutral density filter helps to control over exposure of the sky. The filter has a clear to dark gradient, with the clear side being intended for land or other dark areas of the photo and the dark side covers the lighter areas. By controlling the amount of light hitting the digital sensor, the camera will expose the photo as your eyes see it and not under expose the land in order to preserve the sky, or over expose the sky to show detail in the land.

While a GND can be used to control exposure for different areas of the photo, a neutral density filter is all gray and can be used to accomplish the same thing if you are taking pictures of just the sky. A ND can also be used to great effect to get the fantasy mist effect when photographing water.

A cheap alternative is to use a long shutter, low aperture, and "paint" the photograph using something like a black glove - use the viewfinder, and move the glove around to cover different areas of the photo. This trick can produce a G/ND effect and cost only what half a pair of gloves costs.
